Social Host Ordinance - As parents, we all face the common question, “It´s 10 o´clock. Do you know where your kids are”? The simple fact is that kids have access not only to alcohol, tobacco, and other drugs, but there is easy access to a venue in which to consume these substances. Think about it.
- -Empty parking lots
- -Undeveloped real estate
- -In the homes of other parents
- -Any other non-monitored property
A Social Host Ordinance would hold adults accountable for what is happening on their property, occupied or otherwise.
As the law stands now, there is no penalty for a citizen who might decide to host a party (prom, graduation, or otherwise) or choose to ignore events that occur on their property where there are underage drinkers (over 17 years of age)… including our own children.
The ordinance is being proposed in Jefferson, Bullitt, Shelby, Spencer, and Trimble counties that will hold these adults accountable for actions on their property. Oldham County has had a similar ordinance in place since January 6, 1987 and has had great success in deterring these activities.

The Region 6 Local Board is interested in projects to meet our goal of reducing underage alcohol use and abuse, marijuana use, tobacco use and prescription/over-the-counter (OTC) drug use by youth under age 18. Projects may include but are not limited to, developing or reinforcing policies or laws regarding alcohol, tobacco and other drugs (ATOD) use by minors; implementing science-based curriculum in schools and communities; addressing environmental strategies; reducing underage alcohol use and abuse, marijuana use and prescription/OTC drug use by youth under age 18 treatment for youth and adults who impact youth, etc. Projects may also address attitudes towards use. Documentation that demonstrates that the program/policy/strategy is effective must accompany the grant.
Guidelines for RFP application are:
- RFP may be in amounts from $100.00 - $7,000.00.
- RFP will be reviewed and approved by the Executive Committee
- RFP should detail who, what, when, where, how and why of the project.
- The budget line items should include a description of items requested and the amount of each item. (Use additional sheet if necessary)
- RFP applications are competitive. Partial funding may be awarded if amounts exceed funding available.
- Proposals can be submitted 4 times during the year. September 14, 2009; November 2, 2009; February 1, 2010 and May 4, 2010.
Only one application per organization per fiscal year is allowed. Notice of awards will be announced via e-mail and at quarterly board meetings.
Unallowable expenses include the following: billboards, weapons, security systems, furniture, equipment, landscaping, construction projects, vehicles, rent & other bills. See Guidelines handout for more information on allowed and unallowable expenses.
For those receiving KY ASAP funds, a reporting form and reimbursement procedures will be given. All funds must be spent by June 30, 2010. All receipts must be turned into Penny Weller by July 2, 2010. No exceptions. The Region 6 Local Board also request written reports and the due dates and times of that report will be included in the award letter.

Mini Grant Guidelines:
- Activities must addressed needs mentioned (underage drinking, tobacco use, marijuana use, over-the-counter and prescription drug use)
- Activities can be prevention/education, law enforcement and/or treatment focused
- Mini grants containing policies will be reviewed more favorably
- Do not spend funds on unallowable expenses
- Funding ideas are not the exhaustive list
- Mini Grant Awardees:
- Those awarded will be sent letter via e-mail
- Prefer this to be a reimbursement mini grant
- Verbal reports given at Quarterly Board meetings. The dates and times will be listed in the award letter along with due dates for the written reports
- All receipts must be turned into Penny Weller by July 2, 2010 (No exceptions) in order to be reimbursed
- All receipts must be dated prior to June 30, 2010 to be reimbursed (No exceptions)
- Any additional requirements will be sent with award letter
